环境污染综合防治是与单项治理相对的概念。从对象上说,它综合考虑大气、水体、土壤等各种环境要素,而不是着眼于其中某一个环境要素;从目标上说,它综合考虑资源、经济、生态和人类健康等方面,而不是局限于其中某个单一目标。对于各种不同的环境污染问题应采取各种不同的综合防治措施。
搞好环境污染综合防治必须搞好环境污染监测和环境质量评价的研究工作。环境污染监测是综合防治的基础,环境质量评价是综合防治的前提。对于新建工厂企业和工程项目,在其兴建之前应进行环境影响评价。
电子计算机的应用,数学模拟以及控制论和系统工程的发展,为环境污染综合防治提供了技术手段。
